The Vicky Noon Education Foundation Oxford Scholarship is jointly funded by the University of Oxford and the Vicky Noon Educational Foundation. This record covers applicants to the one-year, full-time Master of Public Policy at the Blavatnik School of Government in Oxford.

It supports eligible Pakistani students through awards set according to individual circumstances. Recipients study public policy in person and are expected to return to Pakistan after completing the course.

Eligibility

  • Applicants must be nationals of Pakistan and ordinarily resident in Pakistan.
  • This record covers the MPP route, which requires a first-class or strong upper second-class undergraduate degree with honours, or an equivalent qualification.
  • Applicants should intend to return to Pakistan after the course; prior study outside Pakistan normally prevents consideration unless exceptional circumstances explain it.
  • The MPP has no age limit and does not require prior professional experience, although experience is viewed favourably.
  • Applicants must meet the MPP’s higher-level English-language requirement where applicable.

Application process

    When the 2027–28 window opens, submit the University of Oxford MPP application by 2 December 2026.

    Provide the application form, a personal statement, a CV of no more than two pages, a reflective policy essay, a 400-word public-service essay, degree transcripts and three references.

    There is no separate scholarship application at first; Oxford reviews eligible applications and contacts shortlisted candidates by the end of April 2027 to complete a short form.
  4. 4
    In that form, explain how you will contribute to Pakistan after returning and how study at Oxford will support that contribution; selection is expected between June and July 2027.
