The Oxford Sheikh Mohammed Bin Rashid Al Maktoum Graduate Scholarship funds residents of 22 eligible countries to take the Blavatnik School of Government’s one-year Master of Public Policy (MPP) in Oxford. The University and H.H. Sheikh Mohammed bin Rashid Al Maktoum fund it jointly through the Mohammed bin Rashid Al Maktoum Knowledge Foundation.
Applications for 2027–28 entry are open and close on 2 December 2026. There is no separate scholarship form: eligible applicants are considered through the Oxford course application.

- A set amount toward living expenses.
- Support for the 12-month full-time MPP in Oxford.
Eligibility
- Ordinarily resident in Algeria, Bahrain, Comoros, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, the United Arab Emirates or Yemen.
- Intending to return to one of these countries after the course.
- Usually a first-class or strong upper second-class undergraduate degree, in any subject.
- English at the School’s higher level unless an exemption applies; offer-holders submit test results by 31 May.
Application process
- 1Submit the University of Oxford graduate application for the MPP by 2 December 2026, with three references.
- 2Oxford considers eligible applicants for this scholarship automatically; no separate application.
- 3Interviews may be held.
- 4Course decisions come by email in mid- to late March; funding decisions follow separately.
