The Oxford Sheikh Mohammed Bin Rashid Al Maktoum Graduate Scholarship supports eligible residents of 22 countries to complete the University of Oxford’s one-year Master of Public Policy in Oxford. It is jointly funded by the University and H.H. Sheikh Mohammed bin Rashid Al Maktoum through the Mohammed bin Rashid Al Maktoum Knowledge Foundation.

The award is for in-person graduate study in public policy. Applicants must intend to return to one of the eligible countries after completing the course. The MPP is between annual admissions cycles: the last completed cycle closed on 2 December 2025, while Oxford has published 2 December 2026 as the deadline for 2027–28 entry but currently shows the application page as closed.

Eligibility

  • Be ordinarily resident in Algeria, Bahrain, Comoros, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, the United Arab Emirates, or Yemen.
  • Intend to return to one of the eligible countries after completing the MPP.
  • Hold or be predicted to achieve a first-class or strong upper second-class undergraduate degree, or its equivalent, in any discipline.
  • Meet the MPP’s higher-level English-language requirement unless an Oxford-listed exemption applies.

Application process

    Submit the University of Oxford MPP application through the central graduate application process by the course deadline.

    Include the application form, a personal statement, a CV of no more than two pages, a reflective policy essay, a 400-word public service essay, degree transcripts, and three references.

    Oxford assesses the MPP application and then automatically considers offer-holders for eligible university-managed scholarships.
