The Government of Ireland International Education Scholarship (GOI-IES) is funded by the Government of Ireland and administered by the Higher Education Authority (HEA), in partnership with Irish higher education institutions. It supports high-calibre international students — those with a domiciliary of origin outside the EU/EEA — undertaking one year of postgraduate study at a participating Irish institution: a taught or research master’s, a postgraduate diploma, or a PhD. Sixty scholarships are awarded each year, across all disciplines. The programme aims to attract talented students from around the world to Ireland and to build lasting international links.

  • Tenable for one academic year at any of the 60+ participating Irish institutions.
  • 60 scholarships awarded annually, open to all fields of study.

Eligibility

  • Applicants must have a domiciliary of origin outside the EU/EEA, Switzerland and the United Kingdom. Russian and Belarusian nationals are not eligible.
  • Applicants must hold, or expect to hold, a conditional or final offer of admission to an eligible NFQ Level 9 or Level 10 programme (master’s, postgraduate diploma, or PhD) at a participating Irish institution before applying.
  • Master’s applicants hold a completed bachelor’s degree; PhD applicants hold a master’s.
  • Previous GOI-IES scholarship holders are not eligible.
  • Candidates are assessed on academic excellence, communication skills, extracurricular involvement, and a clear rationale for studying in Ireland.

Application process

    Secure a conditional or final offer of admission to an eligible Irish NFQ Level 9 or 10 programme.

    Register and apply through the official online portal (webportalapp.com) during the annual call window.

    Provide two references, uploaded via the portal.

    Submit one application per candidate before the deadline — no alterations are possible after submission.

    Await results (2026-call applicants were notified in early June).
