This capacity-building workshop will bring approximately 30 participants to the European Youth Centre Budapest from 19 to 21 October 2026. It is organised by the Council of Europe Youth Department and the Congress of Local and Regional Authorities in partnership with DemNet Foundation.
The workshop forms part of the Strengthening Democratic Resilience through Youth Engagement and Deliberative Democracy programme. Through practical sessions and a public panel, participants will learn to plan citizens’ assemblies, develop a proposal for their own context and receive expert feedback.

Eligibility
- Applicants must be at least 18 years old.
- Applicants must be citizens of a Council of Europe member state: Albania, Andorra, Armenia, Austria, Azerbaijan, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Republic of Moldova, Monaco, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, San Marino, Serbia, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Türkiye, Ukraine or the United Kingdom.
- The workshop targets young activists and civil society representatives; local or regional authority representatives; staff of youth centres, civil society organisations or political-education schools; and people developing a citizens’ assembly or deliberative process.
- Working-level English is required.
- Geographic diversity is a selection criterion, with applications from Central and Eastern Europe particularly encouraged.
