TVARAN 3.0 – Maharashtra Tech Accelerator Project (T-MAP)

EntrepreneurshipIndia · Mumbai

Villgro

Application Deadline

Rolling admission

T-MAP is an accelerator run by Villgro, an Indian incubator for early-stage social enterprises, with Cisco as its funding partner. It backs digital, tech-led water and waste solutions that are deployed inside urban local bodies — the municipal authorities that run city services in the Indian state of Maharashtra.

The call names three municipal areas: Mumbai, Thane and Mira Bhayandar. Selected enterprises pilot in live city systems with hands-on implementation support, drawing on a cumulative pilot pool of up to ₹3 crore. Cisco adds access to its own technical experts.

This is the third TVARAN cohort Villgro has run with Cisco. Earlier TVARAN rounds backed women-led climate, health and financial-inclusion ventures; this one is scoped to municipal water and waste.

The accelerator sits inside Cisco’s 40 Communities initiative, which named Mumbai its first community outside the United States in December 2025. Villgro lists applications as open for 2026 and publishes no closing date.

Benefits & funding

  • Access to a cumulative pilot pool fund of up to ₹3 crore (INR 30 million). The page describes the fund as cumulative, so it is a pool for the cohort rather than a fixed award per enterprise.
  • Opportunities to validate the solution in real city environments, inside working municipal systems.
  • Hands-on implementation support and help accelerating adoption by urban local bodies.
  • Cisco connects participating startups with its technical experts on security and compliance, system integration and interoperability, cloud optimisation, and automation.
  • No stipend, salary, equity terms or travel budget is published for this call.

Eligibility

  • The applicant is an enterprise, not an individual. Founders apply on behalf of the organisation.
  • The solution must be ready to scale in Mumbai, Thane or Mira Bhayandar.
  • Prior experience working with urban local bodies is required.
  • Existing partnerships or MoUs with urban local bodies, or the potential to establish them.
  • Commercial enterprises ready to scale in Maharashtra.
  • The solution must fit one of five focus areas: Digital Operational Intelligence; Modular Wastewater Treatment and Reuse; Compact Solid Waste Processing; Specialized Niche Waste Solutions; Waterway and Drain Protection.
  • The application portal takes both for-profit entities (registered, or planning to register, as a Private Limited company) and non-profit entities (a Society, Trust or Section 25 company), and asks for a CIN or DPIIT number, accepting N/A when either is not available.
  • No nationality, age, gender or degree requirement is stated. The geographic requirement is sub-national: reach into Maharashtra, and specifically the three named municipal areas.
