The Émile Boutmy scholarship is a Sciences Po award for high-achieving international students from outside the European Union. This record covers first-time applicants entering an eligible two-year Master’s programme in Paris.
The scholarship is considered only within the admissions process and only after the applicant is admitted. The 2027 admissions campaign is expected to open at the end of September 2026, but Sciences Po has not published an exact opening date.
Benefits & funding
- A €18,500 exemption from tuition fees for each of the two years of the Master’s programme.
- The award may be recalculated annually if tuition fees increase.
- The scholarship is lost if the recipient does not validate the academic year or defers admission.
- It cannot be combined with another scholarship awarded by Sciences Po or its partners, but external scholarships may be combined with it.
Eligibility
- Be a first-time Sciences Po applicant from a non-EU state whose household does not file taxes in the European Union, and gain admission to an eligible two-year Master’s programme.
- Applicants with EU dual citizenship, and applicants from Switzerland, Norway, or Quebec at Master’s level, are not eligible.
- Applicants to the French graduate procedure, one-year Master’s programmes, PhD programmes, exchange study, the Master in Journalism, or the Joint Master in Journalism and International Affairs are not eligible.
- Master’s dual-degree applicants are excluded except for Journalism with Columbia University, the Sciences Po–Fudan Europe-Asia in Global Affairs route for Chinese nationals, and the Sciences Po–Peking University route for Chinese nationals.

Application process
- 1Confirm that the international graduate admissions procedure applies to your undergraduate degree and that the selected two-year Master’s programme is eligible.
- 2Create an account on the Sciences Po application portal and complete the programme application.
- 3In the Financial information section, indicate that you are applying for the Émile Boutmy scholarship and attach any required language-test result.
- 4Add all requested documents and references, pay the €150 application fee unless an official exemption applies, and submit the complete file by the scholarship deadline at 11:59 p.m. Paris time.
