Benefits & funding

• Track 1 offers eight places and a €2,500 monthly stipend for a six-month full-time mobility phase split between two host institutions.
• Track 2 offers seven practitioner-only places and either €2,500 per month for three months full-time or €1,250 per month for six months part-time at one host institution.
• The mobility stipend is intended to cover working and living costs abroad.
• The programme separately covers travel and accommodation for required Fellows’ Exchange Meetings.
• Fellows receive coordination support, training, access to a secure collaborative workspace, publication opportunities and the European alumni network.

Eligibility

• Applicants must remain resident throughout the fellowship in Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Iceland, Liechtenstein, Norway, Albania, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Switzerland, Ukraine or the United Kingdom. Citizenship of these countries is not required.
• Track 1 accepts scholars and practitioners; Track 2 accepts practitioners only.
• Scholars must be completing a relevant PhD or have completed it no more than 10 years earlier. A dissertation still in progress must be in review after research and writing are complete, with completion expected within one year.
• Practitioners must have a relevant university degree and comparable practical experience concerning democracy or the rule of law; no PhD is required.
• The programme states no age limit. Its working language is English.
• Each mobility host must be in an eligible European country and outside the fellow’s country of residence.

Application process

   Choose Track 1 or Track 2; only one application per person is accepted.

   Prepare a curriculum vitae with publications of up to three pages, a project outline of up to 1,500 words, a project abstract of up to 300 words, two references and proposed host institutions.

   Submit the materials through the Forum Transregionale Studien application platform; email applications are not accepted.
4. 4
   Wait for the independent evaluation committee’s decision. The 2026/27 applicants were to be notified by the end of May 2026.
