The Master’s Degree Program in Digital Transformation Technology is delivered by Soongsil University with sponsorship from the Korea International Cooperation Agency. It develops public-sector leaders in ICT, digital transformation, artificial intelligence, and related policy fields.
Participants relocate to Seoul for a program that typically lasts about one year and seven months, including Korean-language training. Applications are routed through the applicant’s local KOICA office or, where unavailable, the nearest Korean embassy.

Eligibility

- Applicants must be government officials and receive an official nomination from their government or nominating organization.
- Applicants need a bachelor’s degree for the master’s route; academic records and the relevance of the degree to ICT, DX, or AX are assessed.
- Applicants must be in good mental and physical health and have strong spoken and written English.
- Previous recipients of a Korean government degree scholarship are generally ineligible, except that recipients of a Korean government bachelor’s scholarship may apply.
- Being under 40 is a preference, not a hard age limit.
