The Helsinki Security Forum (HSF) is an annual, invitation-based gathering of policymakers, security and defence experts, and media, convened in Helsinki, Finland by the Finnish Institute of International Affairs (FIIA) since 2022. Each edition draws roughly 300 participants to debate European and transatlantic security; the 2026 forum (2–4 October) carries the theme “Layers of Security.” While the main programme is invitation-only, HSF runs a fully funded Youth Delegate Programme that brings a cohort of professionals under 30 from any country to take part in the discussions and to publish their writing as “HSF Insights.”

Eligibility

Application process
- 1Complete the online application form on the HSF application portal (Lyyti) during the annual call, which typically opens in late summer.
- 2Submit a 700–1000 word essay on a security or defence topic aligned with the forum’s theme.
- 3Selected delegates are notified by HSF; confirm participation and arrange travel with HSF support.
