The France Excellence Eiffel Scholarship Program is run by Campus France on behalf of the French Ministry for Europe and Foreign Affairs to help French higher education institutions attract top international students into their master’s and doctoral programmes. It funds a monthly living allowance together with travel and insurance for foreign students who relocate to France. Crucially, students do not apply directly — a French host institution submits the application on the candidate’s behalf. Priority goes to future decision-makers in the public and private sectors, across seven priority fields of study.

  • Monthly allowance: €1,200 at master’s level; €2,100 at doctoral level (rates from January 2026).
  • International return travel (partial reimbursement) and domestic transport support.
  • Health / social insurance cover and assistance finding housing (CROUS residences or private).
  • Subsidised cultural and recreational activities.
  • Tuition is NOT paid by the programme; however, national-diploma tuition at public institutions supervised by the Ministry of Higher Education is largely exempt.
  • Funding duration — master’s: up to 12 months (entering M2), 24 months (M1), or 36 months (engineering); doctorate: 12 to 36 months.

Eligibility

  • Open to international students of any nationality; French nationals (including dual nationals who also hold French citizenship) are not eligible.
  • Master’s track: aged up to 29 (born after 31 March 1996 for the 2026 session). Doctoral track: aged up to 35 (born after 31 March 1990).
  • A French higher education institution must submit the application on the candidate’s behalf — students cannot apply on their own.
  • Priority fields: Biology and Health; Ecological Transition; Mathematics and Digital; Engineering Sciences; History, French Language and Civilisation; Law and Political Science; Economics and Management.

Application process

    Secure admission to (or the support of) a French higher education institution offering an eligible master’s or doctoral programme.

    The institution prepares and submits the Eiffel application file to Campus France within the annual session window.
  3. 3
    Campus France evaluates the files and publishes results; institutions and selected candidates are notified.
