The Emerging Leaders in Biosecurity (ELBI) Fellowship, launched in 2012 by the Johns Hopkins Center for Health Security, is a part-time program for graduate students and early-to-mid-career professionals working across biosecurity — a field spanning national security, public health, medicine, biotechnology, laboratory sciences, and global health. Over roughly 10 months, fellows attend a small number of workshops and networking events designed to deepen their expertise, expand their networks, and sharpen their leadership skills, with no need to relocate. The program has more than 300 alumni across government, industry, science, law, public health, and academia, and each class is deliberately international.

Eligibility

  • Have graduated from a master’s or doctoral program, OR be currently enrolled in a doctoral program, OR have at least 3 years of professional experience in national security, public health, medicine, biotechnology, laboratory sciences, global health, or a related field.
  • Be from a country that is not under standing US embargoes or sanctions.
  • Open to applicants worldwide who meet the above; classes are chosen to reflect geographic, technical, and experiential diversity.

Application process

    Prepare a personal statement (max 500 words) on your interest in a biosecurity career.

    Write an essay (max 1,000 words) on a current technical or policy issue in biosecurity and why it matters.

    Gather a current resume or CV and two letters of recommendation (with contact details).

    Record a short introductory video (max 2 minutes).
  5. 5
    Submit all materials through the online application portal between the open and close dates.
