The Croatian Government Scholarships (Bilateral Scholarships) are funded by Croatia’s Ministry of Science, Education and Youth and run by the Agency for Mobility and EU Programmes (AMPEU). They fund study or research in any field at public Croatian universities and institutes.
Pool 1 serves citizens of 18 partner countries, from semester exchanges and research visits to full degrees. Pool 2 lets students of Croatian anywhere take a language semester in Zagreb or Rijeka, or an August seminar in Dubrovnik.
Benefits & funding
- Tuition-free study or research stay.
- Monthly: EUR 300 (A1, A2, B) or EUR 320 (C1, C2), both without July–August; EUR 480 (D); EUR 30 a day (E).
- Subsidised student housing and, for students, meals; the summer seminar is free with board.
- A contribution to living costs only: travel and visa fees are yours.
- No other funding for the same stay, e.g. Erasmus+.
Eligibility
- Pool 1: citizens of a partner country (below), nominated by its national authority. Residents without that citizenship are not considered.
- Pool 2: any nationality, studying Croatian or Slavic Studies at a university outside Croatia; A1 semester or summer seminar only.
- Aged 18+ on 1 October 2026; maximum 34 for A1, A2, C2 and 30 for B, C1; no limit for D, E, F.
- Full degrees (B, C1): only Croatian minorities in Hungary, Romania and Slovakia, and citizens of China.
- Students need two completed semesters; D and E need a PhD; the summer seminar needs B1 Croatian.
- Barred: Croatian-only citizens, holders of or applicants for a Croatian residence permit, students already enrolled in Croatia.
- Partner countries (Pool 1): Belgium (Flanders), Bulgaria, China, Czech Republic, Germany (incl. Bavaria), Greece, Hungary, Israel, Italy, Kosovo, Montenegro, North Macedonia, Poland, Portugal, Romania, Slovak Republic, Türkiye, Ukraine.

Application process
- 1Arrange a Croatian host: A2, B, C1, C2, D and E need its Letter of Invitation; full-degree applicants must also win admission separately.
- 2Upload documents in English or Croatian to the Agency’s online system by 10 April 2026.
- 3Pool 1: your national body (e.g. China Scholarship Council, DAAD, NAWA) must send its Nomination Letter to the Agency by the same date.
- 4Pool 2: upload your Croatian teacher’s Recommendation Letter instead.
