Programa MASTER was AECID’s competitive scholarship for permanent, non-temporary public-sector staff from 12 eligible countries. The 2025–2026 cycle supported an official, in-person master’s degree in Spain of up to 60 ECTS.

Applicants selected a master’s aligned with their academic or professional profile and had to secure preadmission. The current 2026–2027 overview still links the closed 2025–2026 call and publishes no next MASTER cycle.

Benefits & funding

  • Up to 90 scholarships were available for a non-renewable period of 11 months.
  • Recipients received €1,900 per month and health insurance in Spain for qualifying conditions; the policy cost was capped at €80 per recipient per month.
  • Recipients paid their own tuition, visa or study-permit costs, and any bank charges on transfers to foreign accounts.

Eligibility

  • Applicants had to be nationals of Bolivia, Colombia, Cuba, Ecuador, El Salvador, the Philippines, Guatemala, Haiti, Honduras, Paraguay, Peru, or the Dominican Republic.
  • Applicants could not be Spanish nationals, hold or have held a Spanish NIE, or have dual nationality with an EU member state; people granted refugee status by Spain were exempt from the NIE rule.
  • Applicants could not reside or have previously resided in an EU country, including Spain, and could not have current or past Spanish tax residence.
  • Applicants had to be permanent, non-temporary officials or public employees in their country, including staff in public education and universities, and hold approval from the supervisor authorized to grant study leave abroad.
  • Applicants needed the qualification required for their chosen master’s, had to pursue preadmission, and needed Spanish evidence if from Haiti or the Philippines or evidence of another teaching language when applicable.
  • Applicants could not have received an AECID or Fundación Carolina scholarship since the 2013–2014 calls and had to satisfy the general legal requirements for public grants.

Application process

    Choose an official, in-person master’s in Spain of no more than 60 ECTS that matches your academic or professional profile, then pursue preadmission with the institution.

    Register once in AECID’s Citizen Folder and complete the Spanish-language online scholarship form during the application window; only one application was permitted.
  3. 3
    Upload a passport copy, a one-page CV, proof of permanent public employment, supervisor authorization, proof of the preadmission process, and any required language evidence.

    Upload every document as a PDF in Spanish or with a Spanish translation, sign and submit online, then verify the registration receipt under Mis Expedientes.
