The Council of Europe Youth Department runs this three-phase course in cooperation with the Office of the UN High Commissioner for Human Rights. It develops trainers, facilitators, youth leaders, educators, youth workers, activists and volunteers as multipliers for human rights education using Compass.
Participants study online from May to September, attend an eight-day residential seminar in Budapest from 29 September to 6 October, and complete follow-up learning and a human rights education project through December. The 2026 application cycle closed on 19 April 2026.
Benefits & funding
- Travel expenses and visa fees for the Budapest seminar are reimbursed under Council of Europe rules, or UN rules for participants from the MENA region, after full attendance.
- The Council of Europe provides and pays for board and lodging at the European Youth Centre Budapest.
- Each participant pays a €72 enrolment fee, deducted from the travel reimbursement or paid at the centre.
Eligibility
- Applicants must fit one of the stated practitioner profiles in human rights education, youth work or education and already have experience working with young people.
- Applicants must work autonomously in English, have support from a youth organisation or institution, and commit to all three phases and a follow-up human rights education project.
- The standard age range is 18–30, but justified exceptions may be accepted.
- Applicants must either reside in a state party to the European Cultural Convention or, through the OHCHR collaboration, be a national of a country in North Africa or the Middle East.
- No academic degree requirement is stated.
