The Council of Europe Youth Department runs this three-phase course with the Office of the UN High Commissioner for Human Rights. It prepares trainers, facilitators, youth leaders, educators, youth workers, activists and volunteers to multiply human rights education using Compass.
Participants complete online learning, an eight-day residential seminar in Budapest, and a follow-up human rights education project. The 2026 application cycle closed on 19 April 2026.
Benefits & funding
- Travel and visa costs for the Budapest seminar are reimbursed after full attendance under Council of Europe rules, or UN rules for MENA participants.
- The Council of Europe pays for board and lodging at the European Youth Centre Budapest.
- Each participant pays a €72 enrolment fee, deducted from travel reimbursement or paid at the centre.
Eligibility
- Applicants must fit a listed human rights education, youth work or education practitioner profile and have experience working with young people.
- They must work autonomously in English, have organisational or institutional support, attend all three phases and implement a follow-up project.
- The standard age range is 18–30; justified exceptions may be accepted.
- Residence route: applicants may reside in Albania, Andorra, Armenia, Austria, Azerbaijan, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Holy See, Hungary, Iceland, Ireland, Italy, Kazakhstan, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, Monaco, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Republic of Belarus, Republic of Moldova, Romania, Russian Federation, San Marino, Serbia, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Türkiye, Ukraine or the United Kingdom.
- OHCHR nationality route: applicants may instead be nationals of Algeria, Bahrain, Egypt, Iran (Islamic Republic of), Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Qatar, Saudi Arabia, State of Palestine, Syrian Arab Republic, Tunisia, United Arab Emirates, Western Sahara or Yemen.
