Benefits & funding

• A monthly allowance of EUR 1,400 for 36 complete months covers living costs, accommodation, health insurance, installation costs, indirect travel costs, and tuition.
• The institution may pay insurance, tuition, or accommodation directly and deduct those costs from the monthly allowance.
• The scholarship includes economy travel to Belgium at the start and return travel to the country of residence at the end.
• Three-year bachelor’s scholars receive one additional round-trip economy ticket during the programme.

Eligibility

• Applicants must be nationals of one eligible country and reside in any eligible country when applying: Benin, Burkina Faso, Burundi, Cameroon, Democratic Republic of the Congo, Ethiopia, Guinea, Kenya, Madagascar, Mali, Mozambique, Niger, Senegal, South Africa, Tanzania, Uganda, Zimbabwe, Morocco, Palestine, Bolivia, Cuba, Ecuador, Haiti, Nicaragua, Peru, Cambodia, Indonesia, Philippines, or Vietnam. Nationality and residence need not be in the same eligible country.
• Applicants must be at least 19 and no older than 35 on 1 January of the intake year.
• Admission requires a qualifying secondary-school credential or another recognised higher-education credential; a non-EU credential may qualify when it grants access to higher education in the issuing country.
• Applicants may submit only one ICP Connect scholarship application per year, may not hold another scholarship for the programme, and may not previously have received a Belgian-government study scholarship or enrolled at a Belgian higher-education institution before 1 January of the intake year.
• Thomas More assesses motivation, academic preparation, relevant professional skills, communication, collaboration, problem-solving, adaptability, and performance in an intake interview. Work experience has no stated minimum; professional or sector experience is a preference rather than a hard gate.

Application process

   Check the ICP Connect nationality, residence, age, prior-study, and scholarship conditions and the Thomas More admission requirements.

   Complete the Thomas More VLIRUOS scholarship form during the application window; the form currently states that the deadline has passed.
3. 3
   Thomas More pre-selects 16 applicants, nominating 8 for the scholarship and 8 for the waiting list, before VLIRUOS conducts its screening.
4. 4
   After VLIRUOS confirms funding, complete the Thomas More admission procedure and then begin the student-visa process.

   The 2026–27 programme begins.
