The Council of Europe Youth Department runs this residential course at the European Youth Centre Strasbourg within its Youth Revitalising Democracy project. The 2026 edition is the third and combines advocacy training with opportunities to learn about Council of Europe institutions and engage with the Parliamentary Assembly’s plenary session.

Participants develop human-rights-based advocacy strategies, exchange practices, and work on initiatives supporting youth participation in elections and decision-making. The residential period, including arrival and departure, is 27 September to 4 October 2026; the course sessions run from 28 September to 3 October.

  • It provides and pays for accommodation and meals at the European Youth Centre Strasbourg.

Eligibility

  • The standard profile is age 18–30, but justified exceptions may be accepted.
  • Applicants must represent a national youth council, international youth organisation or network, or other youth civil society, including local or regional youth councils and youth branches of political parties.
  • Applicants must hold a leadership position that enables follow-up through advocacy campaigns or initiatives.
  • They must support the Council of Europe’s values, be able to participate in the full course and follow-up, and work autonomously in English.
  • The standard profile requires residence in one of the 50 parties to the European Cultural Convention: Albania, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Holy See, Hungary, Iceland, Ireland, Italy, Kazakhstan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Republic of Moldova, Romania, Russian Federation, San Marino, Serbia, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Türkiye, Ukraine, or United Kingdom. Justified residence exceptions may be accepted.
  • There is no stated nationality, gender, degree, or quantified work-experience requirement.
