Weidenfeld-Hoffmann Scholarships and Leadership Programme — Master's Scholarship

The Weidenfeld-Hoffmann Scholarships and Leadership Programme funds eligible students to undertake the full-time Master of Public Policy at the University of Oxford. It combines graduate study at the Blavatnik School of Government with leadership development, mentoring and networking delivered with the Weidenfeld-Hoffmann Trust.

Scholars study in Oxford for the 12-month MPP and take part in about 200 hours of professional training, discussions and cultural activities across the academic year. The programme is intended for people whose study and longer-term work can improve public life in their country, region or internationally.

Benefits & funding

Covers 100% of Oxford course fees for the full fee-liability period.
Provides a living-cost grant of at least £21,805.
Covers the individual place on the Leadership Programme, which runs alongside the academic year.
Includes long-term mentoring, networking and approximately 200 hours of leadership activities.

Eligibility

Apply to start a new full-time MPP at Oxford and secure an offer from the course application assessed at the relevant funding deadline.
Be ordinarily resident in a country on Oxford’s published eligibility list; a refugee or displaced applicant may instead qualify when their nationality is on that list.
Intend to return to the country of ordinary residence after completing the course.
Show a clear connection between the MPP, longer-term career objectives and improving public life nationally, regionally or internationally.
Do not hold a deferred offer for 2027–28; current Oxford students are ineligible unless they are already Weidenfeld-Hoffmann scholars.
No age limit or work-experience minimum applies, although the Trust says many scholars are early-career professionals with at least five years of employment experience.

Complete the Weidenfeld-Hoffmann Scholarships Statement and upload it with the MPP application.

Submit the complete MPP application and statement by the course’s December funding deadline.

Secure an MPP offer from the funding-deadline application round; applications held to March or placed on a waiting list do not remain eligible.

If shortlisted, attend the likely online scholarship interview in April 2027; decisions are expected by the end of May 2027.
