Benefits & funding

• Early Bird discount on the first-year fee for new students who pay within three weeks of the admission results being published. Most programmes give 30%; Biochemistry gives 15%; Learning, Education and Technology gives 5%; Epidemiology and Biomedical Data Science gives none.
• Annual tuition before any reduction is €10,000–€14,000 depending on the programme. Combined bachelor’s and master’s programmes (3+2 years) are €10,000 per year.
• From the second year, a tuition fee waiver granted on academic progress: 20–30% of the yearly fee in years two and three of a bachelor’s programme, and 10–40% of the second-year fee of a master’s programme, with the exact rate set by the faculty and programme.
• The second-year waiver needs no application. Faculty study services check each student’s credits and apply it.
• Doctoral students pay no tuition fee.
• No first-year scholarships exist beyond the Early Bird discount, and the university does not offer full scholarships.
• Applicants to Computer Science and Engineering, Electronics, Wireless Communications Engineering and Sustainable and Autonomous Systems could additionally apply for a separately awarded Nokia Scholarship of €3,000 in the 2026 round.

Eligibility

• Open to applicants of any nationality who are admitted to an English-taught bachelor’s or master’s programme at the University of Oulu and are liable for tuition — that is, citizens of countries outside the EU/EEA and Switzerland who hold no qualifying Finnish residence permit.
• Students who pay no tuition, and therefore receive no reduction, include citizens of EU/EEA countries and Switzerland, and holders of a permanent (type P) permit, a long-term resident’s EU permit (type P-EU), a permit based on temporary protection, an EU Blue Card, residence rights under the Brexit withdrawal agreement, or certain continuous (type A) permits based on employment or family ties. The documents must be valid on 1 August of the starting year and shown by the registration deadline.
• Bachelor’s entry: a qualification that gives access to university study in the country where it was awarded, an SAT or ACT result, and proof of English proficiency.
• Master’s entry: a relevant completed bachelor’s degree and proof of English proficiency. Some programmes also use GMAT or GRE results in selection.
• The second-year waiver requires 60 ECTS credits per year in line with the approved personal study plan, including the mandatory Finnish language studies of 2–5 ECTS.
• No age limit and no work experience requirement are set.

Application process

   Choose a programme from the university’s international programmes offered in English.

   Apply through the national Studyinfo portal during the joint application period, 7–21 January 2027 for studies starting in autumn 2027. The bachelor’s programme in International Business Management also runs a rolling round from 1 October 2026 to 25 February 2027.

   Submit the qualification documents and English proficiency evidence, plus an SAT or ACT score for bachelor’s applicants and a GMAT or GRE score where the master’s programme requires one.

   If admitted and liable for tuition, pay the first-year fee through the Flywire platform within three weeks of the results to secure the Early Bird discount, accept the study place in Studyinfo, and register as present for the academic year.

   From the second year onward, faculty study services review the completed credits and apply the tuition fee waiver automatically.
