The Türkiye HTP scholarship supports Azerbaijani citizens undertaking doctoral study or a research placement at a Turkish university. Sabancı University identifies itself as one possible host, but the scholarship is not specific to Sabancı and the Turkish side makes the final university placement.

The 2026–2027 call offered 20 doctoral places and 5 research places in priority disciplines. Applications for that cycle are closed, and no exact date for the next call has been published.

Benefits & funding

  • Doctoral route: tuition, dormitory accommodation, travel at the beginning and end of study, TRY 9,000 per month for living costs, health insurance, and a one-year Turkish-language course.
  • Research route: TRY 25,000 per month only.
  • Doctoral study lasts 4–5 years; research placements last 3–12 months.

Eligibility

  • Applicants must be citizens of Azerbaijan and apply in an approved priority discipline.
  • Applicants must hold a bachelor or master degree; doctoral researchers at the dissertation stage may also qualify for the research route.
  • The prior degree average must be at least 75 out of 100.
  • The call states that doctoral applicants must be under 35 and research applicants under 50. The FAQ instead describes the limits as no more than 35 and 50, so applicants at either boundary should confirm eligibility with HTP.
  • Applicants need research work in their discipline. Employment in academia is a preference, not a requirement.
  • Applicants cannot already be studying for a doctorate in Türkiye. A person who completed a state-funded doctorate in Azerbaijan cannot receive funding for a second doctorate; a current state-funded doctoral student in Azerbaijan must not have completed 50 percent of the program.
  • Applicants subject to military service must have completed it, hold a deferment valid until overseas study begins, or be exempt.
  • Language ability is assessed. The certificate must match the teaching language required by the host university; a preparatory course may be available when no certificate is held.

Application process

    Register in the Türkiye Scholarships application system and submit the Turkish-side application by 20 February 2026.

    Save a screenshot showing the Turkish application number.

    Submit the Azerbaijan-side application through portal.edu.az by 2 March 2026 and upload the screenshot plus the required documents. These include notarized degree records, relevant military-status documents, two recommendation letters, an AZS-086/1 health certificate, an Azerbaijani research proposal of at least 2,000 words, and copies of qualifying publications when available.

    Eligible files proceed to an interview. Successful nominees are sent to the Turkish side, which decides university placement; a prior admission letter is not required.
