The Tomorrow’s Leaders Program is an annual undergraduate scholarship sponsored by the U.S. Department of State’s U.S.-Middle East Partnership Initiative. FHI 360 administers outreach and applications for students from financially under-resourced backgrounds in 12 Middle East and North Africa countries and territories to study at AUC, AUB, or LAU.

Scholars combine bachelor’s degree study with civic-leadership workshops, internships, community service, mentoring, and career development. Undergraduate scholars may also apply for a semester of study in the United States.

Benefits & funding

  • Tuition and enrollment fees for up to four academic years.
  • University health insurance, entrance-visa and residence-permit fees, and student housing.
  • A monthly living stipend while participating in program activities, a textbook allowance, and a laptop for the program duration.
  • Two round-trip tickets per year to the scholar’s home country, territory, or place of residence.
  • Civic-leadership and career workshops, internships, faculty mentoring, and a possible semester at a U.S. university.

Eligibility

  • Applicants must be citizens of Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, West Bank/Gaza, or Yemen; U.S. citizens and U.S. legal permanent residents are ineligible.
  • For the 2026–2027 cycle, applicants had to be current high-school seniors or 2025 graduates. Applicants from Iraq, Libya, Syria, West Bank/Gaza, and Yemen who graduated in 2024 were also eligible.
  • Applicants must demonstrate financial need, strong academic credentials, maturity, adaptability, leadership potential, and written and spoken English proficiency.
  • Applicants must be able to travel and begin undergraduate study in August 2026 and must be willing to attend any of the three partner universities.
  • Medical school is not an eligible field of study.

Application process

    Complete the program’s online application during the annual application window; the 2026–2027 cycle is closed.

    Provide household financial details and either a 500-word personal statement responding to one of three prompts or a five- to six-minute video.
  3. 3
    Upload secondary-school transcripts, English translations when needed, evidence of extracurricular or volunteer activities, and results from the required online English assessment.
  4. 4
    Supply two recommenders, including at least one academic reference; shortlisted applicants proceed to interviews and any required TOEFL, IELTS, or SAT testing.
