The annual award supports one US Marshall Scholar in the University of Oxford’s 12-month Master of Public Policy. It is associated with the Blavatnik School of Government, Brasenose College, and the Marshall Aid Commemoration Commission.

Recipients study full-time in Oxford, and the award is intended to strengthen long-term UK-US understanding. Applicants must succeed in both the Marshall competition and Oxford MPP admissions; if multiple Marshall Scholars hold MPP offers, the School and Brasenose use the School’s scholarship questionnaire to select the recipient.

Eligibility

  • Be a United States citizen when applying for the 2027 Marshall Scholarship.
  • By September 2027, hold a first undergraduate degree from an accredited four-year college or university in the United States.
  • Have an undergraduate GPA of at least 3.7 on a 4.0 scale; rounded GPAs are not accepted.
  • Have graduated from the first undergraduate institution after April 2024.
  • Not have studied for or hold a degree or degree-equivalent qualification from a British university, nor have taken GCSEs or A Levels at school in the UK.
  • Apply for and receive a Marshall Scholarship, then apply separately for and receive an offer to the Oxford MPP.

Application process

    Contact the relevant undergraduate institution early about endorsement and complete the 2027 Marshall Scholarship application in the online system.
  2. 2
    Submit the Marshall application and three recommendation letters by 5:00 pm in the endorsing institution’s time zone on 29 September 2026; the institution must add its endorsement and submit by 5:00 pm on 1 October 2026.

    Apply separately to Oxford’s MPP by 12:00 midday UK time on 2 December 2026.

    If offered an MPP place, complete the Blavatnik School scholarship questionnaire, usually within one week of the offer letter.

    If more than one Marshall Scholar receives an MPP offer, the School and Brasenose College make the partnership-scholarship decision using the questionnaire.

    Oxford MPP application deadline for 2027–28 entry.

  7. Scholars take up the award and begin the MPP.
