The Association of Banks in Singapore established the scholarship in 1993 to honour Dr Goh Keng Swee. From 2026, the National University of Singapore administers it under its current name.
It supports eligible freshmen from 15 Asia-Pacific economies who pursue full-time undergraduate study at NUS in Singapore. Applicants are considered through their NUS undergraduate admission application; there is no separate scholarship application.
Benefits & funding
- 100% of subsidised undergraduate tuition fees after the MOE Tuition Grant; recipients must take up the Tuition Grant.
- S$6,000 annual living allowance and S$5,000 annual accommodation allowance.
- S$1,750 one-time computer allowance and S$200 one-time settling-in allowance upon enrolment.
- S$400 toward the incoming journey to Singapore and S$800 toward the return journey after completing the programme.
- Support for the normal candidature period, subject to renewal each semester with a GPA of at least 3.50 or equivalent and good conduct.
- The MOE Tuition Grant carries a three-year obligation to work for a Singapore-registered company immediately after graduation.
Eligibility
- Citizens of Brunei, Cambodia, China, Hong Kong SAR, India, Indonesia, Japan, South Korea, Laos, Malaysia, Myanmar, the Philippines, Taiwan, Thailand or Vietnam. Singapore citizens and Singapore permanent residents are not eligible.
- Freshmen applying to a full-time NUS undergraduate degree, excluding Dentistry, Medicine and Music. Transfer applicants are not eligible.
- Applicants must have outstanding high-school results, strong leadership qualities and potential, and a good co-curricular record.

Application process
