Stipendium Hungaricum is the Hungarian Government’s flagship scholarship programme, established in 2013 and managed by the Tempus Public Foundation under the supervision of Hungary’s Ministry of Foreign Affairs and Trade. It funds international students through around 900 full degree programmes covering all higher education fields at Hungarian universities, at bachelor’s, master’s, one-tier master’s, doctoral and non-degree (preparatory) levels. The programme runs on bilateral educational cooperation agreements between Hungary and sending partner countries on five continents — around 100 countries in total. Applicants apply through the central online system and must also be nominated by the sending authority of their home country, so the available study fields and quotas differ country by country.
Benefits & funding
- Full exemption from tuition fees.
- Monthly stipend: HUF 43,700 (about EUR 110) for bachelor’s, master’s and non-degree students; doctoral students receive HUF 140,000 (about EUR 355) per month in the first phase (4 semesters) and HUF 180,000 (about EUR 460) per month in the second phase (4 semesters).
- Accommodation: a free dormitory place or a HUF 40,000 (about EUR 100) monthly housing contribution.
- Medical insurance: national healthcare coverage plus supplementary insurance of up to HUF 65,000 (about EUR 165) per year.
- The stipend is paid 12 months a year, until the completion of studies.
Eligibility
- Open to citizens of sending partner countries that hold a valid educational cooperation agreement with Hungary — around 100 countries across five continents (full list on the programme’s Partners page). Citizens of countries without such an agreement cannot apply.
- Eligible study levels and fields vary by sending country; applicants may only choose programmes supported by the agreement between Hungary and their country.
- Applicants for master’s programmes hold (or are completing) a bachelor’s degree; doctoral applicants hold a master’s degree; bachelor’s and one-tier master’s applicants hold a secondary school certificate.
- Students already studying in Hungary on a self-funded basis may apply only with a recommendation from their current institution and a cumulative performance above their programme’s average.
- A minimum of 56 out of 100 points on the university entrance examination is required to be considered for an award.
- Some regional bodies (for example the Republic of Srpska, the Kurdistan Region of Iraq, the Pacific Alliance and SEGIB) also act as sending partners with their own routes.

Application process
- 1Browse the Study Finder and the Partners page to identify programmes available to applicants from your country (November–December).
- 2Contact your country’s sending partner authority for national requirements — many run their own parallel nomination process with separate deadlines.
- 3Register at apply.stipendiumhungaricum.hu and upload all required documents (school certificates, language certificates, medical certificate, passport or national ID, statement of application; art applicants submit portfolio materials).
- 4Submit the application by the deadline — 15 January 2026, 2 pm CET for the 2026/27 cycle.
- 5Sending partners nominate candidates (February); doctoral applicants secure a supervisor statement (March).
- 6Sit the university entrance examinations (March–May); a score of at least 56/100 is required.
- 7Final results are announced in June.
