The Education and Youth Board administers this national scholarship for international students undertaking degree or exchange study at an Estonian higher education institution. It supports bachelor’s study only in fields connected with Estonian language and culture, while master’s and doctoral study may be in any field.

The scholarship is awarded for study carried out in Estonia. The exact application dates for the 2026/27 academic year remain unannounced; the official page says the updated form will be available by September 1, 2026.

Benefits & funding

  • First-cycle and master’s students receive EUR 350 per month.
  • Doctoral students receive EUR 660 per month.
  • Exchange-study support covers at least 30 days and up to 10 months in Estonia.
  • Degree-study support is awarded for up to 12 months at a time, or 10 months in the final nominal academic year.
  • The stipend is intended to help with accommodation and transport; other costs, including tuition, are not covered by this scholarship.

Eligibility

  • Applicants must be admitted to or studying at an Estonian higher education institution as a degree or exchange student and provide the institution’s confirmation by the deadline.
  • Eligible citizenships are Armenia, Azerbaijan, Belgium, Brazil, Bulgaria, Canada, China, Croatia, Cyprus, Czech Republic, Egypt, Finland, France, Georgia, Germany, Greece, Hungary, India, Indonesia, Israel, Italy, Kazakhstan, Latvia, Lithuania, Mexico, Moldova, Philippines, Poland, Portugal, Slovenia, South Korea, Spain, Sri Lanka, Thailand, Tunisia, Turkey, Ukraine, the United Kingdom and the United States.
  • Bachelor’s applicants are eligible only in fields related to Estonian language and culture; master’s and doctoral applicants may study in any field.
  • Doctoral applicants with an active junior-researcher employment contract at the Estonian host institution are ineligible.
  • Continuing degree students must have completed at least 75% of the cumulative curriculum volume due by the end of the preceding academic year.
  • No age, gender, residence or work-experience requirement is stated.

Application process

    Obtain confirmation of admission or current study from the Estonian host higher education institution for the 2026/27 academic year.

    When the updated form is published, complete it in English and prepare the motivation letter, passport or identity-card copy, and institutional confirmation.

    Provide an English or Estonian translation for any supporting document issued in another language.

    Submit the complete application through the method and within the dates announced by the Education and Youth Board.

    Await the decision, which the official page says will be sent individually by email by December 1.
