Benefits & funding

• Up to 11 scholarships are available for the 2026–2027 edition.
• Each recipient receives EUR 1,500 per month during the scholarship period.
• AECID provides health-assistance insurance in Spain for illnesses not contracted before the scholarship, with a policy cost of up to EUR 80 per recipient per month.
• The scholarship runs from 1 October 2026 through 30 June 2027 and cannot be renewed or extended.

Eligibility

• Applicants must be permanent, non-temporary public officials or public-sector employees of their country and have authorization from the competent supervisor to study abroad.
• Eligible nationalities are Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Dominican Republic, Trinidad and Tobago, Uruguay, Venezuela, Angola, Algeria, Benin, Botswana, Burkina Faso, Burundi, Cabo Verde, Cameroon, Chad, Ivory Coast, Djibouti, Egypt, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Equatorial Guinea, Iraq, Jordan, Kenya, Libya, Lebanon, Mali, Madagascar, Malawi, Morocco, Mauritania, Mozambique, Namibia, Niger, Nigeria, Palestine, Central African Republic, Democratic Republic of the Congo, Rwanda, Senegal, Sierra Leone, Syria, South Africa, Sudan, Tanzania, Togo, Tunisia, Uganda, Zambia, Zimbabwe, Philippines, and Ukraine.
• Applicants must have reached the age of majority, hold a valid national passport, and must not hold Spanish nationality or dual nationality with an EU member state.
• Applicants must not have or previously have had a Spanish foreigner identity number, must not reside or previously have resided in any EU country including Spain, and must not have or previously have had tax residence in Spain; people with refugee status granted by Spain are excepted from the foreigner-number and EU-residence restrictions.
• Applicants must have submitted an application for admission to the master’s program, and the scholarship remains conditional on final admission.
• Applicants need the qualification required for admission to the master’s program and knowledge of Spanish; citizens of Spanish-speaking countries do not need to submit separate Spanish-language evidence.
• Applicants must not have received an AECID or Fundación Carolina scholarship since the 2015–2016 calls.

Application process

   Apply for admission to the master’s program under Order AUC/329/2026 or through a diplomatic note from the applicant’s foreign ministry or embassy represented in Spain.

   Register in AECID’s electronic Citizen Folder for identification and notifications.

   Complete the online scholarship form in Spanish and upload a passport copy, a one-page CV, proof of permanent public-sector employment, supervisor authorization, proof of the master’s admission application, and Spanish-language evidence when required.

   Submit electronically through AECID’s portal; paper, postal, and email submissions are not accepted.

   Monitor the electronic portal for correction notices, decisions, and the acceptance step if selected.
