The Policy Leadership Scholarships support eligible offer-holders for the University of Oxford Master of Public Policy. The Blavatnik School of Government manages the scholarships and uses one common award structure and selection process across eight eligible nationalities.

Recipients study the intensive, full-time, 12-month MPP in Oxford. Awards can cover up to all course fees and include a living-cost grant, with financial need affecting the amount awarded.

Benefits & funding

  • Up to 100% of MPP course fees; the published 2027–28 course fee is £54,650.
  • A grant toward living costs, with the award amount informed by financial need.

Eligibility

  • Hold an offer for the University of Oxford MPP.
  • Be a national of Guinea, South Africa, Mongolia, Serbia, Madagascar, Zambia, Chile, or Peru.
  • Show proven and potential academic excellence, demonstrated leadership and impact, and an unwavering commitment to public service.
  • Meet the MPP academic requirement of a first-class or strong upper second-class undergraduate degree with honours, or an equivalent qualification.
  • No separate residence, age, gender, or professional-experience requirement is stated.

Application process

    Submit the standard University of Oxford graduate application for the MPP by 12:00 midday UK time on 2 December 2026.

    Receive an offer to study the MPP.

    Complete the Blavatnik School of Government Scholarship Questionnaire, usually within one week of receiving the offer.

    The School considers the stated scholarship criteria and financial need when determining the award.
