Sabancı University states that students from Oman may use an Omani Ministry of Higher Education scholarship for its undergraduate and graduate programs. The current 2026–2027 HEAC guide, however, verifies the general external scholarship route for bachelor’s study only, so this record covers that current route.
Applicants compete through Oman’s Higher Education Admission Center, while the Ministry assigns an approved institution based on the student, field, institutional standing, location, entry requirements, and available seats. Scholarship selection does not guarantee admission to Sabancı University, whose international undergraduate application is a separate process.

Eligibility
- The verified current route is for bachelor’s study and requires the General Education Diploma or an equivalent qualification from the current academic year.
- Applicants must be Omani nationals, except that children of Omani women covered by the official exemption may also compete.
- Applicants must be 16 to 25 years old in October of the relevant school year.
- Applicants must meet the minimum requirements of their selected HEAC scholarship code and Sabancı University’s separate international admission requirements.
- Employed adult-education applicants must provide employer approval for full-time study if accepted.
- No residence requirement or gender restriction is stated.

Application process
- 1Register through HEAC during the announced scholarship period and create an applicant account.
- 2Select and rank eligible external-scholarship program codes, then submit the HEAC application and required identity and academic records by the scholarship deadline.
- 3Submit Sabancı University’s separate international undergraduate application with an accepted examination or diploma result, school transcript, diploma when available, and any applicable language evidence. The published 2026–2027 university application fee is USD 30.
- 4Follow HEAC allocation notices and complete any screening, financial-entitlement, admission, and registration steps requested by the Ministry and the University.
