The Overseas Community Affairs Council provides two scholarship tiers for overseas compatriot students entering bachelor’s programs at universities in Taiwan. The Top tier pays NT$260,000 per academic year, while the Outstanding tier pays NT$100,000.
Awards can be renewed through annual review for up to four years. Applications are handled by the ROC overseas mission or OCAC-designated unit serving the applicant’s place of overseas residence, and each office publishes its own schedule and local rules.

- Renewal is reviewed annually; recipients normally take at least nine credits per semester and must meet the tier-specific academic and conduct thresholds.
Eligibility
- Applicants must have graduated from senior high school or a higher level of education and must qualify as overseas compatriot students entering a bachelor’s degree in Taiwan.
- Overseas compatriot status generally requires being born and continuously resident overseas, or having lived overseas continuously for at least six years, together with permanent or long-term residence documentation; special rules apply to medicine, dentistry, and Chinese medicine.
- Top-tier applicants need an overall academic average of at least 88 or a class rank in the top 5%; Outstanding-tier applicants need at least 85 or a class rank in the top 10%; both require a conduct average of at least 80.
- Applicants are ineligible if they have reserved or begun enrollment at a Taiwanese university, previously studied the same degree level in Taiwan, are exchange or dual-degree students, previously had this award revoked, or concurrently receive disallowed Taiwan government tuition aid or scholarships.

Application process
- 1Check the prospectus and deadline published by the ROC overseas mission or OCAC-designated unit responsible for your place of overseas residence.
- 2Prepare the application form, proof of permanent or long-term overseas residence, highest qualification and transcripts, two sealed and signed recommendation letters, and an autobiography that includes a study plan.
- 3Submit one complete application to the responsible office; duplicate applications through more than one office are not accepted.
- 4Complete the local document review and interview or video interview, then await OCAC’s final approval.
- 5After receiving an award, secure admission to an eligible Taiwanese university and provide the required enrollment confirmation.
