The MOFA Taiwan Scholarship supports international students studying at accredited universities, colleges, or Mandarin Training Centers in Taiwan. It is administered by Taiwan’s Ministry of Foreign Affairs to encourage study in Taiwan and strengthen exchanges with diplomatic partners.
Recipients may take up to one year of pre-degree Mandarin preparation or pursue an undergraduate, master’s, or doctoral degree, excluding in-service programs. Diplomatic missions publish local rules and receive applications for each annual cycle.
Benefits & funding
- Pre-degree Mandarin Language Enrichment Program recipients receive NT$28,000 per month for up to one year.
- Degree-program recipients receive NT$33,000 per month for up to four years for undergraduate study, two years for a master’s degree, or four years for a doctorate.
- MOFA provides one direct-route, one-way economy ticket to Taiwan and one for the return journey.
- Recipients pay all expenses in Taiwan; universities may offer reduced tuition and miscellaneous fees, but those reductions are not guaranteed.
Eligibility
- Applicants must be foreign nationals who have completed high school or a higher level, with an excellent academic record, good moral character, and no criminal record.
- ROC nationals, overseas compatriot students, and students from mainland China, Hong Kong, or Macau are not eligible under the guidelines.
- The scholarship principally serves countries with diplomatic relations with Taiwan, while applicants from other countries may receive special consideration.
- Applicants must not have studied in Taiwan at the same degree or language-program level they now seek, be exchange students under an institutional cooperation agreement while funded, or have had an ROC government scholarship revoked.
- Chinese-taught degree applicants must submit TOCFL Level 2 or higher; English-taught degree applicants need accepted English-proficiency evidence unless English is an official language of their country.

Application process
- 1Check the rules and exact dates published by the ROC diplomatic mission responsible for the applicant’s home country; the central window is generally February 1 to March 31.
- 2Apply separately to an eligible Taiwan university, college, or affiliated Mandarin Training Center.
- 3Submit the MOFA form, nationality evidence, authenticated diploma and transcript, proof of the institutional application, the applicable language evidence, and any mission-specific documents to the responsible diplomatic mission.
- 4Complete any interview or language assessment arranged by the diplomatic mission.
- 5If selected, submit the admission letter and signed scholarship terms to the mission by July 15; the scholarship period normally begins August 1.
