Benefits & funding

• Waiver of application-processing, Romanian-language testing, doctoral admission and aptitude-test fees.
• Tuition for the Romanian-language preparatory year, when required, and for the normal duration of the degree.
• Monthly financial aid during the preparatory year and degree; the official pages do not state the amount.
• Dormitory accommodation costs within the government subsidy and subject to available places.
• Visa-application costs remain the recipient’s responsibility.

Eligibility

• Applicants must be foreign citizens of a non-EU country. Romanian-origin applicants and members of Romanian historical communities use other programmes; the call also excludes specified protected persons, stateless residents, diplomatic or international-organisation personnel and their qualifying family members, and Romanian-state scholarship holders for the same study cycle.
• The most recently completed programme must have an average of at least 7 on the Romanian scale or an equivalent “Good” result.
• Bachelor’s applicants need a baccalaureate or equivalent; master’s applicants need a bachelor’s degree; PhD applicants need a master’s degree or equivalent.
• Medicine, dental medicine and pharmacy are not funded. Bachelor’s and master’s programmes are available only in Romanian.
• PhD applicants must obtain a doctoral tutor’s written agreement before applying and pass the admission interview.
• There is no age limit and no stated work-experience or residency requirement.

Application process

   Create an account on the official Study in Romania scholarship portal during the application window.

   Complete the online form and select preferred study fields.

   Upload diplomas, transcripts, birth certificate, the first three passport pages and a CV, with authorised translations where required; study documents must be apostilled or authenticated.

   For PhD study, add the required letter of intent, research description, publication list and doctoral tutor agreement.

   Submit one complete application online by the deadline; applications sent to ministries, embassies or by email are not accepted.

   If selected, accept through the platform, arrange the long-stay study visa and complete the host university’s enrolment requirements.
