Mayor’s Graduate Scholarship Program (MGSP) — Master's Scholarship

This NYU Wagner award is offered through the Mayor’s Graduate Scholarship Program, administered by the NYC Department of Citywide Administrative Services, while participating schools fund and select recipients. It supports part-time study in eligible MPA and MUP programs.

Applicants remain employed full-time by New York City while studying on their own time. The latest published cycle covered the 2026–27 academic year, and the city page now says applications are closed pending 2027–28 offerings.

Benefits & funding

NYU Wagner offered up to five awards for the 2026–27 academic year.
Each award provided up to $10,000 toward tuition for part-time study.
Admission to NYU Wagner did not guarantee an award, and an award could not be deferred.
Recipients were instructed to confirm the funding period and renewal conditions with NYU Wagner.

Eligibility

Be a full-time New York City government employee when applying and throughout the course of study; remain in good academic standing and attend classes on personal time.
Have completed a bachelor’s degree by the start of the scholarship year.
Be newly admitted to NYU Wagner; its current scholarship page limits MGSP consideration to Fall entrants.
Apply to the MPA in Public & Nonprofit Management & Policy or Health Policy & Management, or the MUP in Urban Planning.
Have at least two years of professional experience, a strong academic record, and potential to contribute to public service.
No nationality, residence-country, gender, or age requirement is published.

Application process

When the next cycle opens, confirm that NYU Wagner and the intended degree appear in the MGSP Scholarship Offering Guide.

Submit the NYU Wagner admissions application online and complete a separate MGSP application for NYU Wagner.

Prepare the MGSP package: the application, a copy of the letter of intent sent to NYU Wagner, degree or unofficial transcript evidence, three separate narrative essays, and proof that the school application was submitted.

Submit the package through the agency personnel office for agency approval; after DCAS screening, eligible files are forwarded to NYU Wagner for selection.

Email proof of the NYU Wagner application to MGSP by the school-specific confirmation deadline.
