Eligibility

  • Applicants must hold nationality from one of the 29 eligible countries and reside in any one of those countries when applying; nationality and residence need not be the same country.
  • Applicants must be no older than 45 on 1 January of the intake year.
  • Applicants normally need a master’s degree in development studies or a related discipline with good results; a four-year bachelor’s degree may be considered only when the file demonstrates master’s-level equivalence through research coursework, further training, or highly relevant experience.
  • A three-year bachelor’s degree is not sufficient, and applicants educated under the European Bologna system must hold a master’s degree; applicants with a European master’s in a similar field are generally not accepted.
  • Applicants must demonstrate English proficiency. A TOEFL iBT score of at least 79 or IELTS overall 6.5 with at least 6.0 in each component is accepted when a certificate is required.
  • Applicants may submit only one ICP Connect scholarship application per year and may not hold another scholarship or grant for the same period.
  • Applicants must not previously have received a Belgian-government scholarship for a study programme or enrolled in Belgian higher education for a study programme.
  • Employment in higher education, government, or civil society is preferred but is not a hard requirement; private-sector applicants and recent graduates without experience remain eligible if their motivation and profile are strong.

    Upload the passport page, CV, motivation letter, degree certificates, annual transcripts, English certificate when required, and two recent signed and dated recommendation letters; add an employer certificate when applicable.

    If academically accepted, legalise the qualifying degree certificate and send the required hard-copy documents to the IOB Admissions Office for authenticity screening.
