The Malaysian Technical Cooperation Programme (MTCP) Scholarship is a fully funded award from Malaysia’s Ministry of Foreign Affairs for a full-time Master’s degree at a Malaysian public or government-linked university. It supports outstanding graduates from the 144 MTCP recipient developing countries, tied to the September/October intake of the 2026/2027 academic year. Recipients study in person in Malaysia and are expected to return home afterward to apply their skills to their country’s development.
Benefits & funding
- Full tuition fees for the whole sponsorship period, paid directly to the university.
- A monthly living allowance, paid into a Malaysian bank account (the official guidelines do not publish the amount).
- A one-time round-trip economy-class flight: arrival to Malaysia at the start and a return ticket home on completion.
- Sponsorship duration: 24 months for a coursework Master’s, 36 months for a mixed-mode or research Master’s.
- Note: medical check-up, visa costs and university application fees are borne by the applicant.
Eligibility
- Citizen of one of the 144 MTCP recipient countries listed by the programme.
- Not more than 45 years old at the time of application.
- For a first Master’s degree only — undergraduate and PhD study are not covered, and first-time Master’s applicants are prioritised.
- Hold a completed undergraduate degree with at least Second Class Upper (Honours) or a minimum CGPA of 3.0 (applicants graduating in September/October 2026 must apply the following year).
- English proficiency: IELTS total ≥ 6 or TOEFL iBT ≥ 60, or a previous degree taught in English.
- Certified good health, and a full (or conditional) offer letter from a supported Malaysian university secured before applying.
- Priority study areas: ICT; Economy and Trade; STEM; Food Security and Agriculture Technology; Islamic Finance; Law; Public Administration and Policy Studies; Sustainable and Environmental Science. Not open to Nursing, Medicine or Clinical Pharmacy.
Application process
- 1Secure admission (a full or conditional offer letter) from a Malaysian public or government-linked university on the supported-universities list.
- 2Register and complete the application on the MTCP online system, uploading passport, academic transcript, English-proficiency proof, CV, medical report, two recommendation letters and the offer letter.
- 3Submit before the deadline; shortlisted applicants are invited to an online interview, and applicants not contacted by the interview cut-off date are considered unsuccessful.
