The Luksic Scholarship for Public Service funds Chilean nationals to take the one-year Master of Public Policy (MPP) at the Blavatnik School of Government, University of Oxford. The Luksic Scholars Foundation administers the award, while the School makes all admissions and funding decisions independently.

The award targets Chileans with exceptional academic merit, a demonstrated interest in Chile’s social and public policy challenges, and a strong commitment to public service. Twenty Chilean students have completed the MPP on the scholarship since 2014.

The Luksic Foundation renewed its partnership with the School in February 2026 for a further three years.

Benefits & funding

  • Full MPP tuition for the entire programme; the 2026–27 annual course fee is £54,650.
  • A monthly stipend for living expenses throughout the programme.
  • The School has also described the package as including relocation support and a summer placement bursary.
  • Awardees may join the Luksic Scholars Network, an international community of Luksic scholars.
  • Up to three scholarships are available each year.

Eligibility

  • Chilean nationals who are ordinarily resident in Chile.
  • Must hold an offer for the Oxford Master of Public Policy.
  • Appropriately qualified, with exceptional academic merit and a strong academic record.
  • A demonstrated interest in social and public policy challenges in Chile and a strong commitment to public service.
  • Evidence of English proficiency; a language test may become a condition of the MPP offer.
  • No minimum work experience is set, although the School says most successful MPP candidates have at least two years of professional experience.

Application process

    Apply for 2027–28 entry to the Oxford MPP by 2 December 2026; the School recommends submitting by mid-November.

    Submit a CV of up to two pages, a four-part personal statement, a reflective policy essay, a 400-word public service essay, transcripts, and three references.

    The School aims to assess all files by March and emails offers in mid-to-late March.

    After receiving an offer, complete the Blavatnik School Scholarship Questionnaire, usually within one week; there is no separate Luksic application.

    The Blavatnik School makes the award decision independently.
