The Lemann Foundation Fellowships fund Brazilians to take the Master of Public Policy (MPP) at the Blavatnik School of Government, University of Oxford. Brazil’s Lemann Foundation pays for the awards, and the School runs the selection.
Fellows spend one intensive year in Oxford on the MPP and are expected to return to Brazil afterwards. The award looks for exceptional academic merit and a demonstrated interest in social change in Brazil.
The School and the foundation say they want applicants from a range of socio-economic backgrounds, and that money should not stop anyone from applying.

Eligibility
- Brazilian nationals who are ordinarily resident in Brazil.
- Holders of an offer for the Oxford MPP.
- Exceptional academic merit; the MPP itself asks for a strong academic record from a completed undergraduate degree.
- A demonstrated interest in social change in Brazil and an intention to return to Brazil after the degree.
- No minimum work experience is required; the School notes that most successful MPP candidates have at least two years of professional experience.

Application process
- 1Apply to the Oxford MPP for the 2027 intake by 2 December 2026. The School advises submitting by mid-November.
- 2The MPP application includes an 800-word personal statement answering four questions, a CV of up to two pages, a 400-word public-service essay, three references, transcripts and evidence of English proficiency.
- 3Offer letters go out in mid-to-late March.
- 4Every offer holder receives the Blavatnik School scholarship questionnaire, usually due within one week of the offer. This questionnaire is the application for the Lemann award.
- 5In the questionnaire, describe your commitment to social change in Brazil. You may also add personal experience of socio-economic or other obstacles to social mobility.
