Jean Monnet Scholarship Programme

Benefits & funding

• Tuition fees are covered up to €22,000; the scholar pays any excess.
• A country-specific allowance covers living costs such as accommodation, meals, communication, local transport, and cultural activities.
• A one-time €3,500 payment covers items such as visa and passport costs, travel, study materials, local registration, health, and insurance.
• The scholarship pays 90% after contract signature and 10% after successful completion and closure; it provides no extra allowance for accompanying family members or personal attendants.

Eligibility

• Applicants must currently be public- or private-sector employees in Türkiye, academic or administrative university staff in Türkiye, or final-year undergraduate, master’s, or PhD students at a university in Türkiye; eligible public employees at their institution’s overseas mission and otherwise eligible applicants temporarily abroad on a short exchange may also apply.
• Eligible nationals are from Albania, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Kosovo, Latvia, Lithuania, Luxembourg, Malta, Montenegro, Netherlands, North Macedonia, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, or Türkiye.
• Applicants must hold an undergraduate degree or be in the final year of an undergraduate programme.
• The normal undergraduate CGPA threshold is 2.70/4.00 or 70/100; an applicant below it may qualify only with at least 36 months of paid professional work under social security or a completed master’s or PhD degree.
• Applicants must hold a qualifying foreign-language certificate for one or two EU official languages, valid through the application deadline.
• Previous Jean Monnet contract holders and people who completed a graduate degree abroad with another EU-member-country or EU-institution scholarship are ineligible, apart from the stated exchange and short-term scholarship exceptions.

Application process

   Read the 2027–2028 announcement and the checklist for your sector, then choose one sector and one EU acquis chapter.

   Complete the English application form electronically in an EU official language, print it, and sign it by hand.

   Assemble the identity document, language certificate, undergraduate diploma or graduation proof where applicable, transcript, and the documents required for your sector and any conditional route.

   Submit one sealed dossier by registered mail, private courier, or hand delivery to the Central Finance and Contracts Unit in Ankara by 27 October 2026; fax and email applications are rejected.

   Administratively eligible applicants take a written exam in Ankara; awardees then complete programme approval, placement, and contracting.
