Jean Monnet Scholarship Programme

Benefits & funding

• Tuition fees are covered up to €22,000; the scholar pays any amount above that ceiling.
• A country-specific living allowance covers costs such as accommodation, meals, communication, local transport, and cultural activities.
• A one-time fixed payment of €3,500 supports visa and passport costs, educational materials, travel, study visits, local registration, health and insurance, taxes, and similar expenses.
• The scholarship pays 90% after contract signature and the remaining 10% after successful completion and closure; it covers the scholar only, with no family or attendant allowance.

Eligibility

• Applicants must be nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Türkiye, Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, or Serbia.
• Applicants must currently work in Türkiye’s public or private sector, work at a university in Türkiye, or be a senior undergraduate, Master’s, or PhD student at a university in Türkiye; stated exceptions cover qualifying applicants on leave, with suspended enrolment, posted abroad by a public institution, or temporarily abroad on an exchange.
• Applicants must hold an undergraduate degree or be in the final year of an undergraduate program, and normally need a cumulative undergraduate GPA of at least 2.70/4.00 or 70/100.
• Applicants below the GPA threshold may qualify only with at least 36 months of eligible paid, socially insured work experience or a completed Master’s or PhD degree.
• A sufficient certificate for one or two EU official languages, valid through the application deadline, is required.
• Former Jean Monnet contract holders and people who earned a Master’s or PhD abroad using another EU-member-state or EU-institution scholarship are ineligible, except that Erasmus exchanges and short academic or language scholarships do not trigger this exclusion.

Application process

   Download the 2027–2028 English application form, complete it electronically in an EU official language, print it, and sign it by hand.

   Select one EU acquis chapter and ensure that the proposed Tilburg Master’s program is policy-based and aligned with that chapter.

   Assemble the identity document, valid language certificate, diploma or current-status evidence, transcript, and the documents required for the applicant’s sector.

   Submit one complete dossier in a sealed envelope to the Central Finance and Contracts Unit by registered post, private courier, or hand delivery by October 27, 2026; email and fax applications are rejected.

   Apply separately to the relevant Tilburg Master’s program under its own admission process and deadline; a host offer is requested later from scholarship awardees, not with the initial scholarship application.
