The ISS-OAS scholarship is a joint award from the International Institute of Social Studies at Erasmus University Rotterdam and the Organization of American States. It supports the on-campus MA in Development Studies in The Hague and covers part of first-year tuition.

The most recent published round was for the 15.5-month programme running from 1 September 2025 to 18 December 2026. No 2026 ISS-OAS call appears on the OAS’s current scholarship list, so the next scholarship window has not been announced.

Benefits & funding

  • ISS provides a one-time €4,000 tuition waiver.
  • OAS provides selected recipients a one-time US$4,000 tuition allowance for the first year.
  • Recipients cover remaining tuition, registration, immigration, research, study-visit, book, insurance, living, local-transport, airfare and other costs.
  • Benefits remain conditional on satisfactory academic performance.

Eligibility

  • Hold unconditional admission to the ISS MA in Development Studies.
  • Be a citizen or permanent legal resident of an active OAS member state: Antigua and Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, United States, Uruguay or Venezuela.
  • Current OAS scholarship recipients, GS/OAS staff or consultants and their immediate relatives, and OAS permanent officials and their immediate relatives are ineligible.
  • Geographic distribution, the needs of smaller and less-developed economies, and gender diversity are selection considerations, not hard eligibility gates.

Application process

    Apply to the ISS MA through Studielink and then complete the EUR Admission Portal application with the required documents.

    Obtain unconditional admission to the MA in Development Studies.

    Email the ISS admissions office to request consideration for the OAS-ISS scholarship by the scholarship deadline.

    ISS and OAS assess eligible applicants; OAS emails selected candidates, while unsuccessful applicants are not contacted.
