InteRussia brings energy specialists from ASEAN member states to Moscow and St. Petersburg for training, lectures, expert sessions and visits to Russian energy institutions and infrastructure. The 2026 fellowship is hosted by St. Petersburg State University of Economics and implemented by Mezhdunarodniki with the Gorchakov Fund and other energy-sector partners.
Participants prepare a research project on the current state and development prospects of the energy sector in their ASEAN home country. An ASEAN-focused energy cycle also ran in 2025, indicating annual recurrence.
Benefits & funding

- Accommodation in a shared double room at the UNECON dormitory.
- One-time stipend of RUB 30,000 for the full fellowship.
- Participants pay for medical insurance, the visa application fee and meals.
Eligibility
- Citizenship of an ASEAN member state: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste or Vietnam.
- Residence outside the Russian Federation.
- No current study affiliation with a Russian educational institution and no current employment by a Russian organisation.
- Age 21–40.
- Professional English proficiency at B2 level or above.
- A relevant degree and work experience in economics, management or technology in the energy sector.
