The Hubert H. Humphrey Fellowship (HHH) Program is the Thai selection round for the Humphrey Fellowship, run by the Thailand-United States Educational Foundation (TUSEF, known as Fulbright Thailand), which the Thai and U.S. governments fund jointly.
Fellows spend ten months in the United States combining academic study with professional development shaped to their field, including a six-week affiliation with a U.S. institution of their choice. Up to two grants are awarded each year.
Benefits & funding
- Tuition and fees, a monthly stipend, and a book and supplies allowance
- Round-trip international economy airfare, accident and sickness insurance, and J-1 visa sponsorship
- English language training where applicable, plus approved funds for field trips and conferences
- As J-1 visa holders, fellows face a two-year residency requirement: no work in the U.S. for two years after the visa expires
Eligibility
- Thai citizen, aged 55 or under
- Bachelor’s degree from a Thai university
- At least five years of full-time work with leadership or management responsibilities (the November 2025 brochure specifies five years in public service)
- Proven professional achievements and leadership qualities
- TOEFL iBT 71+, IELTS 6+ or Duolingo 110+; Duolingo counts at the application stage only, and shortlisted candidates must submit an official TOEFL iBT score report
- Currently employed and able to take leave, with reemployment guaranteed after the fellowship

Application process
- 1Confirm your work falls in a Humphrey field: communications and journalism, law and governance, natural resources policy, public and economic policy, public health policy and management, or technology policy and management.
- 2Apply online during the April–July application period.
- 3Arrange two recommendation letters, one from your current employer; recommenders submit them online themselves.
- 4Shortlisted candidates are interviewed in July or August.
