The Helsinki Security Forum (HSF) is an annual, invitation-based gathering of policymakers, security and defence experts, and media, convened in Helsinki, Finland by the Finnish Institute of International Affairs (FIIA) since 2022. Each edition brings together over 350 decision-makers, international security and defence experts, and media representatives to debate European and transatlantic security; the 2026 forum (2–4 October) carries the theme “Layers of Security.” While the main programme is invitation-only, HSF runs a fully funded Youth Delegate Programme that brings a cohort of professionals under 30 from any country to take part in the discussions and to publish their writing as “HSF Insights.”
