Fellowships Without Borders 2026 is the second 2026 call under the EU-funded Eastern Partnership Civil Society Fellowship Programme. It supports individual civic activists and civic-technology practitioners whose learning, partnerships, or communities cross national borders.

Fellows may carry out practical civic action in Eastern Partnership countries, EU Member States, or EU Candidate Countries, while creating value for an Eastern Partnership community. Applicants choose either the Community Engagement or Civic Digital stream.

Benefits & funding

  • Approximately €5,000 in grant support for an approved fellowship project.
  • Mentoring and coaching, plus training and other learning opportunities.
  • Opportunities to attend networking and international events.
  • Membership in the EaP Civil Society Fellowship alumni network.
  • Projects may run for up to six months, though shorter plans are encouraged.

Eligibility

  • Applicants must be individuals and nationals of Armenia, Azerbaijan, Belarus, Georgia, Moldova, or Ukraine; they may currently live in their home country or elsewhere.
  • Applicants must be at least 18 years old and must not have previously received an Eastern Partnership Civil Society Fellowship.
  • Community Engagement applicants need a proven civic-engagement or community-leadership record; Civic Digital applicants need relevant professional or voluntary experience creating digital solutions.
  • Applicants need English at B1 level and suitable language skills for the proposed project location.
  • The proposal must advance positive social change and include cross-border learning, support for fellow citizens active in civil society abroad, or both.
  • No degree, gender, or fixed residency requirement is stated.

Application process

    Prepare the project proposal, budget, activity plan, current CV, recommendation letter, proof of citizenship, and proof of English proficiency.
