PIONEER is a 120-ECTS joint master’s run by KU Leuven, the University of Münster and Tallinn University of Technology. It combines public administration, information systems and eGovernance across four semesters.
Students study first in Leuven, then Münster and Tallinn, before completing a thesis in a location shaped by their specialisation. Graduates receive a joint Master’s degree signed by all three partner universities.
Benefits & funding
- The programme lasts two academic years and awards 120 ECTS plus a joint Master’s degree.
- From the 2026–27 intake onward, PIONEER no longer awards Erasmus Mundus scholarships.
- The latest programme-published tuition is €5,613.10 per academic year for the 2025–26 intake; the site says fees normally rise each year.
- Self-supporting students are eligible for an Erasmus+ mobility grant for five months of the Münster semester; the published reference amount was about €419 per month for Germany in 2024–25 and varies by year and destination.
- PIONEER applicants are exempt from KU Leuven’s application fee.
Eligibility
- Applicants need at least a Bachelor’s degree in social sciences, public administration, political science, business, criminology, law, information systems, informatics, computer science, engineering or an equivalent field.
- Applicants from other disciplines may be considered when they demonstrate relevant extracurricular engagement or professional experience.
- Final-year Bachelor’s students may apply, but admission is conditional on graduating before the academic year starts.
- Accepted English evidence is TOEFL iBT 100 with at least 22 in each component, IELTS Academic 7.0 with at least 6.0 in each component, Cambridge C1 Advanced or C2 Proficiency at 184 or above, or ITACE C1. Listed English-medium diplomas from Australia, English-speaking Canada, Ireland, New Zealand, the United Kingdom or the United States may qualify for exemption.

Application process
- 1Create an account in KU Leuven’s online application system and select the upcoming academic year and PIONEER programme.
- 2Upload diplomas and transcripts, required translations, English evidence or test booking, a one-page motivation letter, CV and proof of nationality.
- 3Add the PIONEER annex containing a one-page country innovation case study based on the latest WIPO Global Innovation Index and a two-minute motivation video, plus the programme’s fee-exemption document.
- 4Submit the complete file and monitor the portal while KU Leuven verifies documents and the three-university Selection Committee evaluates the application.
