RESCO is an Erasmus Mundus Joint Master co-funded by the European Union and selected by the European Education and Culture Executive Agency in 2025. Five universities run it together: INSA Rouen Normandie coordinates the consortium, alongside Budapest University of Technology and Economics, the University of A Coruña, the University of Minho and Université Le Havre Normandie. Students move country every semester — civil and structural engineering fundamentals in Budapest, sustainable construction and energy efficiency in A Coruña and Guimarães, renewable energy specialisation in Le Havre — and then spend the fourth semester on an internship that may be anywhere in the world, closing with a public thesis defence.
Teaching is in English throughout, and each semester carries 30 ECTS. Graduates leave with four national master’s degrees plus one joint diploma supplement listing every course and its credits. The first campaign recruited the 2026 intake; the consortium admits roughly 25 students a year and attaches around 17 to 18 EU scholarships to each edition.
Benefits & funding
- Erasmus Mundus Joint Master (EMJM) scholarship: full tuition waiver for holders regardless of nationality, plus €1,400 per month for the whole 24 months of the programme, covering study, research, mobility, internship, thesis work and defence.
- The consortium expects to award about 17 scholarships for each of the first two editions (2026–2029) and about 18 for each of the following two (2028–2031).
- Additional financial support may be provided to students with disabilities or exceptional circumstances, to cover extra costs of participation; the funding framework also covers travel and installation contributions.
- Self-funded route: total tuition of €6,000 for Programme Country students and €18,000 for Partner Country students across the two years.
- Tuition gives access to university facilities such as libraries and computer labs. It does not cover accommodation, meals, travel, books or personal expenses, and mandatory national fees such as insurance remain the student’s responsibility.
- Four national master’s degrees on graduation: MSc in Structural Engineering (BME, Hungary), Master in Sustainable Construction and Energy Efficiency (UDC, Spain), MSc in Sustainable Built Environment (UMinho, Portugal), and Master in Civil Engineering with a renewable energy specialisation, awarded jointly by Université Le Havre Normandie and INSA Rouen Normandie.
Eligibility
- Open to applicants of any nationality; students from any country in the world may apply for the EMJM scholarship.
- A bachelor’s degree or equivalent worth 180 ECTS, obtained after at least three years of higher education. BSc (Honours), BEng (Honours), MEng and bachelor degrees within the Bologna framework are accepted.
- Backgrounds that fit the programme include civil engineering, mechanical engineering, architectural engineering and other degrees connected to the Architecture, Engineering and Construction industry.
- English at CEFR level B2, evidenced by IELTS 6.5, TOEFL iBT 80, Cambridge English B2 First 173, Cambridge C1 Advanced 160 or TOEIC 800. Test results must be no more than three years old at the time of application.
- Applicants whose earlier studies were conducted entirely in English can be exempted from the language test on official confirmation from their university.
- Erasmus Mundus mobility rules require every student to complete at least two 30-ECTS semesters in two different countries outside their country of residence.
- Fee and scholarship category: Programme Countries are the EU member states plus Iceland, Norway, North Macedonia, Liechtenstein, Türkiye and Serbia; all other countries are Partner Countries. Partner Country nationals who have resided or carried out their main activity in a Programme Country for more than 12 months over the past five years are treated as Programme Country students.
- Scholarship holders must not have received EMJM funding before under the 2021–2027 framework, and cannot hold another EU-funded scholarship for the same programme at the same time.
- No age limit and no work-experience requirement are stated.

Application process
- 1Wait for the application platform to open. The consortium states it will open in December 2026 for the 2027 intake.
- 2Create an account on the E-Admission Portal operated by Budapest University of Technology and Economics, accept the privacy policy, complete the registration fields and confirm through the email link.
- 3Open the RESCO course page inside the portal and select enrolment.
- 4Upload the required documents: bachelor’s degree certificate, official academic transcript, certified English translations of both, passport copy, CV, a recent photograph, a motivation letter of no more than two pages, one recommendation letter, and proof of English proficiency.
- 5State the funding preference — EMJM scholarship only, self-funded only, or self-funded as a backup if no scholarship is offered.
- 6Complete the submission and confirm it twice. The application must be complete before submission; no documents can be uploaded after the deadline.
- 7Consortium members check eligibility, then the Selection Committee scores each application on academic excellence and quality of application (50%), coherence of the study and career project (30%) and English proficiency (20%).
- 8The committee ranks the top 50 candidates, weighing gender balance, geographical diversity and the inclusion of disadvantaged students, admits 25 and places 25 on a reserve list.
- 9The programme coordinator notifies every applicant with an acceptance letter, a reserve-list notification or a rejection email stating the reasons.
