The Comprehensive Scholarship is Bilkent University’s enhanced award for Turkish citizens placed in a full-scholarship undergraduate quota through ÖSYM. Eligible entrants are upgraded automatically at registration when their YKS ranking meets the program threshold.
Recipients study in person at Bilkent’s Ankara campus. The award combines a full tuition waiver with housing and an eight-month annual stipend, and it can continue through English preparation and five undergraduate years under the stated load and attendance conditions.
Benefits & funding
- Full tuition waiver, including summer-course tuition while the scholarship continues.
- A monthly stipend of 18,000 TL for eight months per year in 2026–2027 and free accommodation in a standard double dormitory room during the fall and spring semesters.
- Students who do not use university housing receive a monthly stipend of 31,000 TL instead.
- The Comprehensive Scholarship may continue for up to two years of English preparation and five undergraduate years; in a sixth undergraduate year it converts to the Full Scholarship.
Eligibility
- Be a Turkish citizen entering a Bilkent undergraduate program through ÖSYM’s general Full Scholarship quota.
- With the 0.12 OBP coefficient, rank in the top 10,000 for SAY, EA or SÖZ, or the top 1,000 for DİL, and enter a department using that score type.
- Do not enter through the reserved martyr-family, veteran-family, veteran or earthquake-affected applicant quotas specified by ÖSYM.
- Have no prior bachelor’s degree and no previous placement in a Bilkent undergraduate program.
- Take the normal course load each semester and attend classes regularly to keep the award active.

Application process
- 1Take the YKS and review the current ÖSYM Higher Education Programs and Quotas Guide.
- 2During the ÖSYM preference window, sign in to the Candidate Transactions System and select a Bilkent undergraduate program marked Burslu.
- 3If ÖSYM places you in that quota and your score ranking meets the threshold, Bilkent upgrades the Full Scholarship to the Comprehensive Scholarship automatically at registration; there is no separate scholarship form.
