The Chinese Government Scholarship-Chinese University Program is a Ministry of Education scholarship administered through the China Scholarship Council. Current university notices also call this route the High Level Postgraduate Program or University Postgraduate Program.
Designated Chinese universities nominate international applicants for master’s and doctoral study, after which CSC experts conduct the final review. Applicants study in person at their selected host university in China; available fields, teaching languages, duration, local steps, and deadlines depend on that university and major.
Benefits & funding
- Current host notices classify the award as a full scholarship covering tuition, accommodation, a monthly living allowance, and comprehensive medical insurance.
- The published living allowance is CNY 3,000 per month for master’s students and CNY 3,500 per month for doctoral students.
- Beijing Foreign Studies University states that applicants bear their own travel costs.
Eligibility
- Applicants must be citizens of a country other than China and must meet the selected university’s health and conduct requirements.
- Master’s applicants must hold a bachelor’s degree and be under 35; doctoral applicants must hold a master’s degree and be under 40.
- Language thresholds vary by host, teaching language, and major; applicants must follow the notice for their selected program.
- Some majors add their own experience gate: UIBE’s English-taught IMBA requires at least three years of work experience.
- The 2026 application windows cited here are closed, and there is no single national deadline because each host university sets its own schedule.

Application process
- 1Choose one designated Chinese university and confirm its eligible majors, language rules, local portal, agency number, and deadline.
- 2Complete any university application or pre-admission step required by that host.
- 3Apply through the Chinese Government Scholarship Information System, select Program Category “Type B,” enter the host’s five-digit agency number, and upload the required documents.
- 4Submit any additional materials to the university; the university reviews and nominates candidates, and CSC conducts the final expert review.
