Bourses d’excellence pour étudiantes étrangères et étudiants étrangers (PBEEE) 2027-2028

Benefits & funding

• Research master’s: CAD 20,000 per year, up to six payments and CAD 40,000 total.
• Research doctorate: CAD 25,000 per year, up to 12 payments and CAD 100,000 total.
• Postdoctoral fellowship: CAD 35,000 for one non-renewable year.
• Short research or professional-development stay: CAD 3,000 per month for up to four months, capped at CAD 12,000.
• Every award also includes exemption from the higher tuition charged to international students and Quebec public health-insurance coverage during the funded period.

Eligibility

• Applicants must not be Canadian citizens or permanent residents and must not have submitted a Canadian permanent-residence application when nominated.
• The general stream accepts foreign applicants from all countries; the reserved streams cover Brazil, China, India, Israel and Wallonia, with different routes available in each.
• Applicants must be preselected by a Quebec university, the CCTT network or, for the Quebec–China stream, the China Scholarship Council.
• Research master’s applicants must be entering or pursuing a thesis-based program and have completed no more than three full-time master’s sessions before 1 May 2027.
• Research doctorate applicants must be entering or pursuing a thesis-based program and have completed no more than 14 full-time doctoral sessions before 1 May 2027.
• Postdoctoral applicants must have earned the doctorate within two years of the competition deadline or submit the thesis by 15 January 2028; the host and supervisor must differ from the doctoral institution and supervisors.
• Short-stay applicants may be technical- or university-level students, or researchers who completed a doctorate no more than five years before the deadline; enrolled students must normally use a different host institution.
• Professional master’s and doctoral programs and cotutelle programs are ineligible, and previous recipients of this Quebec foreign-student excellence award cannot apply again.
• Award holders must reside and be physically present in Quebec during funding, apart from approved research travel.

Application process

   Ask the relevant Quebec university or CCTT to consider you for preselection and meet its own internal deadline; Quebec–China candidates follow the CSC route.

   Create a FRQnet account; only preselected candidates receive access to the electronic PBEEE application.

   Prepare the passport identity page, complete university transcripts and the route-specific research, host or acceptance documents listed in the official checklist.

   For the standard route, submit the FRQnet application by 2 December 2026 at 16:00 EST; postdoctoral and short-stay supervisors must transmit their acceptance letters through their own FRQnet accounts.
