Beasiswa Unggulan Pegawai Kementerian Pendidikan Dasar dan Menengah supports Indonesian civil servants employed by the Ministry of Primary and Secondary Education. Puslapdik administers the award to build ministry staff capacity through D4/S1, master’s, or doctoral study at eligible domestic universities.
The 2026 application window ran from 20 to 24 August and is now closed. Later selection dates will be announced on the program website.
Benefits & funding
- The award may cover some or all of tuition, books, research, and living costs, with the final package fixed in the scholarship agreement.
- Maximum support is eight semesters for D4/S1, four semesters for a master’s, and six semesters for a doctorate, with a possible doctoral extension of up to two semesters.
Eligibility
- Applicants must be Indonesian civil servants employed by the Ministry of Primary and Secondary Education, nominated by a Pratama-level senior official, recommended for study leave by the ministry unit responsible for human-resources policy and implementation, and recommended for a field aligned with organizational needs.
- The current detailed guide gives route-specific age limits measured on 31 December of the application year: D4/S1 applicants must be under 43 when released from job duties or under 48 when continuing them; master’s applicants must be under 49 or under 52 respectively; doctoral applicants must be under 46 or under 50 respectively.
- Applicants need admission to an eligible Indonesian institution and program accredited at least B/Very Good.
- Continuing D4/S1 students need a minimum GPA of 3.00/4.00; master’s applicants need a bachelor’s GPA of at least 3.00/4.00; doctoral applicants need a master’s GPA of at least 3.00/4.00.
- Indonesian proficiency must be documented; master’s and doctoral applicants need UKBI Package 1 with at least the Unggul band, a score of 578–640.
- Good job performance is preferred rather than a hard eligibility gate.

Application process
- 1During the application window, create or access an account in the official Beasiswa Unggulan system.
- 2Secure the required nomination, study-leave recommendation from the ministry unit responsible for human-resources policy and implementation, and supervisor recommendation before submission.
- 3Complete the online form and upload the required identity, civil-service, academic, language, route-specific study-plan or research-proposal, declaration, and two-year performance-appraisal documents.
- 4Submit the application for administrative screening and, if shortlisted, attend the interview.
- 5If selected, complete post-selection re-registration and upload an unconditional LoA for a new student or an active-student certificate for an ongoing student.
- 6Puslapdik’s head sets the final recipients from the selection team’s results and informs successful applicants.
